Financing Criteria

The Portfolio Advisory Board, which is responsible for reviewing proposals, evaluates both the social impact and financial condition of the borrower. The following criteria are used to assess the social and environmental impact of proposals:

  • provides opportunities for community control or local self-determination
  • enables access to a living wage, transportation
    and health care
  • creates alternative approaches to economic development, such as worker-owned cooperatives or community-owned ventures
  • targets women for employment, management and ownership
  • empowers low-income people to create, manage, and own enterprises
  • re-invests in decaying urban areas or revitalizes rural communities
  • demonstrates a stewardship approach to land, water, air and other resources
  • contributes toward integration -- racial, urban/rural, or inner city/suburbs
  • engages in healthy/green building practices

The Portfolio Advisory Board uses the following criteria to assess the financial condition of a borrower:

  • risk potential in different businesses
  • acceptable range of interest
  • length of loan
  • amount of local support for the project
  • innovative aspects of the enterprise
  • total financial needs of project
  • marketing potential (demand and strategies)
  • skilled management
  • adequate financial systems
  • cash flow needs
  • available collateral
  • debt/equity
  • level of capital, total assets not to exceed $15 million

In addition to these criteria, the Portfolio Advisory Board also considers:

  • the overall diversity within the community investment portfolio
  • the leveraging potential of our loan
  • the Adrian Dominican contact with the project

Proposals from nonprofit organizations and cooperatives will be considered. All projects must be community-based and/or community-focused and reflect the community in Board membership and/or workforce.
